Tom MacBride's Appellate Review
Thomas MacBride, Jr. focuses almost exclusively on matters before the California Public Utilities Commission (CPUC). He serves as regulatory counsel to a variety of telecommunication providers, transportation entities, independent metering and billing companies and water service providers.

Mr. MacBride served as President of the Conference of California Public Utility Counsel (CCPUC) in 1997-98, a position he also held in 1982-83. He has participated in a number of legislative efforts regarding CPUC procedures, including 1983 legislation revising provisions of the California Public Utilities Code regarding rehearing of CPUC decisions; the 1989 enactment of Section 323 of the Public Utilities Code revising the fashion in which CPUC decisions are published; and the 1996 revisions to Code Section 1756 et. seq. (SB 1322) permitting review of certain CPUC decisions in the Court of Appeal.

During the 1997-98 legislative session, Mr. MacBride participated in the legislative consideration and enactment of the "Calderon-Peace-MacBride Judicial Review Act of 1998" (SB 779) which again
