John L. Clark represents clients in business transactions, disputes, and regulatory matters involving the telecommunications and energy industries. His broad expertise in these areas stems from over 30 years of experience.

After three years in a private general law practice, he served as legal advisor to the Chairman of the Nevada Public Service Commission and soon after was appointed Deputy Commissioner. In that position, he formulated the Commission’s energy rate design policy in accordance with the federal Public Utility Regulatory Policies Act of 1978. He also worked with technical staff and industry representatives to implement newly-established rules for the development of small power production and cogeneration facilities in Nevada. At the same time, he presided over the Commission’s proceedings to develop strategies for responding to the break-up of the AT&T/Bell monopoly and the advent of toll competition.
