Jeanne B. Armstrong
Jeanne B. Armstrong represents clients before the California Public Utilities Commission, with an emphasis on energy and telecommunication matters.
Her clients include trade associations, natural gas storage providers, small investor owned utilities, solar developers, as well as cities and other governmental entities
Ms. Armstrong is California Regulatory Counsel for the Solar Energy Industries Association. In that capacity she has worked towards ensuring electric rate structures and programs that advance the solar market in California. In addition, she represents CTIA-The Wireless Association® on matters pertaining to the regulation of the wireless industry in California.
Ms. Armstrong is also well versed in the California Environmental Quality Act having represented both regulated utilities and city governments in transmission siting proceedings.
Before joining Goodin MacBride in 1998, she spent seven years at Wright & Talisman, P.C., a Washington, D.C., firm specializing in representation before the Federal Energy Regulatory Commission and the U.S. Courts of Appeal in matters of interstate natural gas pipelines and investor-owned utilities. Prior to her time with Wright & Talisman, she was an associate with Nixon Peabody, working in the areas of project financing and independent power production.
Active professionally, Ms. Armstrong is a member of the Conference of California Public Utilities Counsel, the Energy Bar Association and the American Bar Association.
She is a 1984 graduate of North Carolina State University and a 1987 graduate of the Columbus School of Law of the Catholic University of America. In addition to the California State Bar, she is a member of the Maryland State Bar Association and the District of Columbia Bar Association.
