The Court affirmed a Commission order granting Certificates of Public Convenience and Necessity to passenger stage corporations in the Los Angeles area, concluding that the grant of such certificates did not unreasonably conflict with the intent of the Legislature in creating the Los Angeles Metropolitan Transit Authority.  This case is also cited frequently for affirming that “in the absence of legislation otherwise providing, the Commission’s jurisdiction to public utilities extends only to the regulation of privately owned utilities.”  See Para. 48.
