The Court affirmed an order directing Petitioner to substitute modern railway passenger cars for steam locomotives in connection with its service between San Francisco and Sacramento.  The Court also found that the provisions of the Commission order that simply required petitioner to make a study did not need to be supported by the type of findings and underlying evidence required to support an order actually compelling some operational modification by petitioner.
