Electricity regulation in California includes a host of different practice areas. Every type of customer is involved in electric ratemaking cases for the major utilities. There are different rate design issues for California residential customers, commercial and industrial customers, generators, and governmental entities. In addition, the CPUC, the CEC and the CAISO control a range of programs that determine how the utilities purchase energy resources, what energy efficiency measures must be employed, and how California will make certain it has adequate generation resources to ensure the reliability of the state’s electric grid. Also power plant and transmission line siting, purchase power contracting, renewable resource incentive rates and programs all involve a tremendous number and variety of stakeholders throughout the state. Additionally, recent legislation creating a statewide target for utility renewable resource portfolios and greenhouse gas reductions has significant financial and operational impacts on a wide variety of our attorneys’ clients.
